Capitol Crossing Air Rights Development
After more than 20 years of planning, Washington, D.C. and a private partner are converting a section of I-395 near the Capitol into a three-block air rights development that will sit on a 2.3 million-square-foot overdeck. STV, as general engineering consultant, is designing roadway infrastructure for the new tunnel, as well as local streets that connect on the surface.
The development will join F and G streets, as well as Second and Third streets. STV is providing traffic engineering, civil/highway, tunnel, structural engineering, and security analysis services for establishing the connections. The firm is also designing upgrades between E Street and the tunnel to make the F and G street connections possible. STV is working closely with the District Department of Transportation to refine the final plans, while balancing vehicular, transit, pedestrian, and cyclist needs in terms of capacity, operations, and safety.
