Under a three-year task-order contract with the Southern California Regional Rail Authority (SCRRA), STV provided program management and administration; engineering, inspection, and testing; and technical support for rolling stock acquisition, fleet maintenance, and overhaul. These vehicles are being used on the Metrolink system, which operates in Los Angeles, Orange, Riverside, San Bernardino, Ventura and San Diego counties.

For the first task, STV provided project management services for the procurement of 137 Hyundai-Rotem CEM (crash energy management) multilevel rail coaches. The firm provided inspection services at the manufacturer’s facility in Korea and monitored final assembly activities at the manufacturer’s facility in the United States. STV also oversaw the $254 million procurement of 20 F-125 locomotives, a diesel-electric hybrid that became the first in the nation to achieve the U.S. Environmental Protection Agency’s Tier 4 emissions standards.
