Fountain Avenue Land Use Improvement and Residential Project EIS

On behalf of New York Empire State Development (ESD), STV led the preparation of an environmental impact statement (EIS) for the redevelopment of two parcels of property that had previously been part of the Brooklyn Developmental Center campus in Brooklyn, NY. The proposed project involves the development of approximately 1,200 units of affordable housing, including dedicated housing for seniors, along with commercial area and public outdoor space.

The project presented several challenges, including determining any construction impacts that could be associated with the development of more than 10 buildings over an approximately 10-year period. Other challenges related to cultural resources assessments, hazardous materials investigations, and an analysis of the effects of nearby traffic and transit, air quality, and noise. The site is located within the Jamaica Bay Watershed, in an archaeologically sensitive zone, and near extensive residential and commercial development.
