Central Harbor Boulevard Transit Study

The eight-mile Harbor Boulevard corridor between Westminster Boulevard in Santa Ana and Commonwealth Avenue in Fullerton is the most active stretch of the Orange County Transportation Authority (OCTA) bus system in Orange County, California, serving nearly 10 percent of the authority’s riders. STV was selected by OCTA to lead analysis and development efforts for corridor improvements.

After evaluating current travel demands and requirements, STV proposed several alternatives for transit improvements in the corridor, including streetcars and bus rapid transit, as well as new transit technology. The firm provided mapping and streetcar design layouts, constraints analysis, alignment and stop and station analyses, preliminary environmental assessments, and cost estimates for each proposed option. This study allowed OCTA and cities within the Harbor Boulevard corridor to advance the project on to public engagement and to select the preferred mode for improvements in the corridor.
