Since its establishment in 2002 by the Baltimore City Mayor and City Council, East Baltimore Development, Inc. (EBDI) has been leading efforts to revitalize, re-energize and rebuild the East Baltimore neighborhood. Tasked with overseeing the $1.8 billion redevelopment of an 88-acre mixed-use area adjacent to the Johns Hopkins medical campus, the organization has been driving a comprehensive plan to create a vibrant, connected and equitable community.
Once completed, this neighborhood will include 2,100 units of mixed-income homeownership and rental housing, 1.7 million square feet of life sciences research and office space, a new 7-acre community learning campus with an early childhood center, a public K-8 elementary school, food stores and other retail amenities, green spaces and a community linear park.
To support this effort, STV was recently selected as the project and construction manager (PCM) for the Phase 2B Public Roadway Infrastructure Project. This $12 million project marks the next chapter in EBDI’s mission to transform East Baltimore through crucial infrastructure upgrades.
Phase 2B will focus on improving the southeastern and central sections of the EBDI footprint, with work planned for the following streets:
- N. Patterson Park Avenue from Ashland Avenue to E. Eager Street
- N. Chester Street from Ashland Avenue to E. Eager Street
- N. Washington Street from Ashland Avenue to E. Eager Street
- Ashland Avenue between N. Patterson Park Avenue and N. Washington Street
Improvements will include repairing and upgrading public roadways, curbs and sidewalks; updating streetscaping, lighting and storm drainage systems; replacing water mains and service lines; and additional infrastructure repairs and enhancements.
As a Baltimore native, I know how much potential these streets hold and how impactful these improvements will be for the communities that call this neighborhood home. Designed to attract both residential and commercial investment, the streetscape enhancements will draw new residents, businesses and consumers, creating a vibrant community where people can live, work, play and study.
The project’s proximity to the Johns Hopkins Hospital campus adds even greater significance to the program’s value to the community. Whether through education or employment, nearly every Baltimorean has a connection to Johns Hopkins, and this work will not only support the campus’s growth but also contribute to broader economic development for the city we love.
As both a practicing civil engineer and a project manager, I am particularly proud of how this initiative allows STV to bring together our expertise in infrastructure design and construction management. Additionally, having worked on Baltimore projects for decades, our team knows this city intimately and is deeply familiar with its unique needs and opportunities.
STV has been a key partner in transformative urban development in Baltimore for more than 30 years. The firm has contributed to major projects across the city, including all five HOPE VI housing redevelopment projects, the University of Maryland BioPark, Somerset Homes Redevelopment, Uplands Redevelopment, Baltimore Peninsula and Harborplace. Similar to these initiatives, our work with EBDI not only improves the city’s physical infrastructure but also strengthens the social and economic fabric of the community.
STV’s relationship with EBDI dates back to its inception in 2002, when our team provided initial infrastructure planning and design services for the original masterplan. It’s incredibly rewarding to see the original vision come to life with projects that are creating real opportunities for housing and businesses, benefiting both new and longtime residents of East Baltimore.
STV will oversee the project from the selection of a general contractor through construction completion. The 12- to 14-month construction schedule is set to commence in early 2025 and conclude in 2026. As the project progresses, STV remains committed to delivering the infrastructure needed to support EBDI’s vision for a thriving, sustainable East Baltimore.
