STV’s team was recognized with a Project Achievement Award from the Construction Management Association of America’s Chicago Chapter for its work on the Darrell Road roundabouts project in Lake County, Illinois. The honor, in the New Construction Less than $25 Million category, highlights STV’s role in delivering a transportation improvement that advances safety, mobility and long-term community connectivity through strong client collaboration and construction management leadership.
The award reflects STV’s experience managing complex intersection improvements across northern Illinois, including multiple roundabout conversions delivered in partnership with county transportation agencies.

Across the Darrell Road corridor, STV provided construction management services for all three roundabouts, supporting a phased delivery approach that improved coordination, consistency and constructability.
“Delivering these roundabouts for Lake County reflects the trust our clients place in us to help lead complex transportation improvements from the field,” said Kevin Gartley, associate and engineer manager at STV. “By applying experience gained from earlier corridor work, the team helped reopen the roadway ahead of schedule and under budget – a strong example of what can be achieved when the owner, designer, contractor and construction management team are aligned around safety, communication and delivering lasting value for the public.”
The corridor improvement project encompassed a phased program that modernized three key intersections by replacing skewed, stop-controlled approaches with roundabouts and adding multimodal connections across the corridor. As construction manager, STV oversaw roadway reconstruction, drainage and storm sewer installation, utility coordination, bicycle path and sidewalk construction, roadway lighting, detour implementation and public outreach through a virtual preconstruction open house and project communications.
The phased approach enabled early reopening of the roadway detour 17 days ahead of schedule – restoring mobility sooner for the traveling public.

Key improvements in the corridor include:
- Darrell Road at Neville/Case Road: This segment converted two skewed intersections into a single modern roundabout, improving safety, visibility and traffic operations while supporting the corridor’s phased delivery strategy.
- Darrell Road at Dowell Road: This roundabout conversion included roadway reconstruction, drainage improvements, utility coordination and detour implementation to maintain access and safety during construction.
- Darrell Road at Fischer Road: This intersection improvement supports multimodal connectivity and long-term mobility in a growing area expected to see increased traffic demand. The project also includes a bike path segment that will become part of the Grand Illinois Trail.
Together, these improvements enhance safety, improve sight lines and strengthen mobility for more than 10,000 daily users in a growing area expected to see significant traffic growth in the years ahead. The project was delivered with no reported on-site safety incidents, reflecting the team’s focus on safe, effective construction management.
