STV received a 2025 Project of the Year Award from the Construction Management Association of America’s (CMAA) Metro New York/New Jersey Chapter for its work on a major viaduct rehabilitation carrying the Van Wyck Expressway over the Long Island Expressway in Queens, New York.
The project was recognized in the Transportation/Design-Bid-Build/Greater Than $100 Million/Construction Manager category at the chapter’s 2025 Annual Project of the Year and Scholarship Banquet in New York. Iris Giboyeaux, director of operations at STV and a member of the CMAA National Board of Governors who also serves as vice president and secretary of the Metro New York/New Jersey Chapter, presented the Project of the Year Awards. Reema Albahri, the chapter’s student outreach chair, helped administer and present the Scholarship Awards.
The project enhanced access on the heavily traveled corridor by reconstructing a 1.5-mile elevated viaduct carrying the Van Wyck Expressway over the Long Island Expressway. STV served as construction manager as agent for the New York State Department of Transportation (NYSDOT), providing resident engineering, construction inspection and office engineering services on the approximately $125 million project.

The program encompassed the replacement of more than 236,000 square feet of concrete deck, the rehabilitation of steel and concrete substructures, replacement of 18 concrete piers under active travel lanes and installation of a jointless link slab deck system. Additional upgrades included highway lighting, parapet walls, overhead and cantilever sign structures and intelligent transportation systems improvements.
The corridor is a critical gateway linking Queens, Midtown Manhattan and John F. Kennedy International Airport, while also connecting travelers to major regional destinations such as Citi Field and the USTA Billie Jean King National Tennis Center. For daily commuters, commercial drivers and airport travelers, these improvements help support reliable travel, safer conditions and fewer disruptions along a heavily congested route.
Construction finished in July 2024 on schedule and within the original $125 million contract value, despite constrained staging conditions, heavy traffic and coordination around major regional events.

Working within tight staging constraints along an active urban corridor, the team maintained traffic flow while sequencing work around peak travel periods and regional events. The team leveraged adaptive sequencing, digital inspection tools, ultrahigh-performance concrete link slabs and precast deck elements to enhance durability, streamline construction and reduce long-term maintenance needs.
STV also used accelerated bridge construction techniques to rebuild ramp decks during weekend closures, helping reduce disruption to the traveling public.
