Ted Bailey, director of government technology solutions with STV’s Mobility Technologies and ITS practice and a longtime advocate for transportation innovation, has been selected to join the National Operations Center of Excellence (NOCoE) Technical Advisory Committee. In this role, Bailey will collaborate with leading organizations – including the Intelligent Transportation Society of America (ITS America), the American Association of State Highway and Transportation Officials (AASHTO), Institute of Transportation Engineers (ITE), Federal Highway Administration (FHWA), and state DOTs – to help shape national best practices and technical resources for advancing Transportation Systems Management and Operations (TSMO).
Bailey was appointed on behalf of ITS America, building on his national leadership in smart mobility and digital infrastructure. He previously served as chair of ITS America’s Smart Infrastructure Standing Advisory Committee—now known as the Digital Infrastructure Standing Advisory Committee, where he helped guide strategy around infrastructure deployment, innovation, and equity. Most recently, he co-led the Digital Infrastructure Webinar Series developed by ITS America, STV, and FHWA. Curated by STV’s mobility technologies team, the seven-part series addressed core topics in the digital transformation of transportation – from freight and connected intersections to cybersecurity and emergency response. Bailey moderated the session “Taking TMC Operations into the Digital Infrastructure Age,” which convened national and state leaders to explore how third-party data is reshaping real-time operations.
“I’m honored to serve alongside others on this committee who are deeply committed to advancing mobility technologies in meaningful ways,” Bailey said. “Having spent much of my career at the intersection of operations, planning, and technology – with a focus on public-private collaboration – I see this as an opportunity to listen, learn, and lend my experience in service to the group. I’m especially grateful to ITS America for the trust they’ve placed in me to support NOCoE’s mission of fostering innovation, workforce development, and shared learning in the TSMO community.”
Additionally, Bailey’s appointment reinforces both his national perspective and STV’s broader commitment to helping agencies harness emerging technologies to solve real-world transportation challenges. As NOCoE drives innovation and knowledge sharing across the TSMO ecosystem, Bailey’s role will support the development of smarter, safer and more resilient mobility systems – built through collaboration, data-driven strategy, and long-term public benefit.
