KiSeok Jeon, vice president of digital advisory, was selected by Engineering-News Record (ENR) as one of its 20 “Top Young Professionals” in the nation, while three other STV team members were honored at the regional level by the leading industry publication.
Jeon, who was first honored at the local level by ENR New York joins a prestigious cohort that ENR calls the “best and brightest” of our industry’s “rising stars,” and will be honored at the 2024 ENR Emerging Leaders Forum in Chicago.
STV’s remaining regional winners are: Stephen Kraus, P.E., PMP, from ENR MidAtlantic; Megan McPhilimy, AICP, from ENR Midwest; and Michael Meloni, P.E., from ENR New York.
The annual program recognizes emerging planning, construction and design leaders who are making an impact in their industries and within their communities. This year’s regional winners were selected from more than 500 entries; the highest-scoring candidates from each of the 10 regional contests were reviewed and selected by a national team of judges.

KiSeok Jeon

Since joining STV in 2021 as vice president of digital advisory, Jeon has enhanced the firm’s digital advisory practice. Leading a team of digital advisory specialists, Jeon is instrumental to the firm’s strategic vision to reimagine how its employees work and deliver client solutions through technology.

Stephen Kraus
“I attribute this recognition to mentors over the years and our incredible project teams who are instrumental to successful project delivery. My hope is that this acknowledgment highlights the great work of our teams to deliver solutions for our clients and communities, and I’m grateful to be a part of this organization doing it every day.”
Kraus is an associate and project manager within the buildings group in Douglassville. Prior to joining STV in 2018, Kraus dedicated 10 years of service in the U.S. Army, where he was awarded the Bronze Star. He also served as a project engineer and project manager in the New England District of the U.S. Army Corps of Engineers (USACE).
Currently, Kraus is leading the STV team designing new access and safety structures at the Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic’s Norfolk Naval Shipyard, as well as a major 60,000-s gut renovation and rebuild of a national laboratory for cancer research in Maryland.
Megan McPhilimy
“I am grateful for the strong support of my mentors and colleagues at STV and want to thank them for acknowledging my efforts to make a difference in the company and in the profession. This award fuels my passion for further advances in transportation planning.”
McPhilimy is a senior transportation planner in STV’s Chicago office, where she serves as task manager for a major Chicago region bus agency’s fleet electrification transition and facility plan. She is also part of STV’s program management team for a Chicago commuter rail transit project and was involved in the firm’s planning efforts for Los Angeles Metro’s Gender Action Plan and the Assembly Street Rail Separation project in Columbia, SC.
Specializing in complex multimodal transportation planning, sustainability, and zero-emissions, McPhilimy also supports STV’s grants team. An Illinois native, McPhilimy shares her love of Chicago as part of Transport Chicago’s steering committee and volunteer for Open House Chicago.
Michael Meloni
“This is a humbling honor, especially as a lifelong New Yorker. I am so proud that projects that I’ve led or worked on improve or support thousands of people within the New York Metropolitan area. STV’s been part of my life for years and my colleagues, mentors and clients have made for an exceptional experience. It has been challenging yet rewarding to work on such a wide array of projects so early in my career—I’ve learned and grown so much because of that.”
Meloni started at STV as an intern his freshman year at Manhattan College. He started his career at STV supporting plumbing and fire protection engineering efforts for major projects including the Mother Clara Hale Bus Depot and the South Beach Psychiatric Center residential building, before being promoted to design manager and ultimately project director for the new 1-million-square-foot Terminal A at Newark Liberty International Airport.
Meloni is dedicated to his community in Astoria, Queens, and encourages the next generation to pursue education and careers in engineering through STV’s Alumni Mentor program with his alma mater, Manhattan College.
