John Bannen, water/wastewater senior engineering operations manager at STV, has been awarded the 2025 Arthur Sidney Bedell Award by the Oklahoma Water Environment Association (OWEA). This prestigious accolade recognizes individuals who have demonstrated extraordinary personal service within the Water Environment Federation (WEF) Association.
A longstanding leader within OWEA since 2009, Bannen has served in numerous leadership roles supporting the organization’s mission, from serving on the executive board from 2019-2022, helping shape technical programming and mentoring early-career professionals. His dedication to strengthening Oklahoma’s water workforce and fostering collaboration across the industry has made a lasting impact on the association and the state.
With over three decades in the water and wastewater field, Bannen has held key leadership roles in both the public and private sectors. At STV, Bannen serves as a senior technical advisor and operations manager, directly supporting communities in implementing sustainable water and wastewater infrastructure in the state.
Prior to joining STV, he served as superintendent of the Wastewater Quality Division for the City of Oklahoma City, where he oversaw more than $300 million in annual capital improvement projects and helped advance environmental compliance, operational efficiency and system reliability. His technical expertise in biosolids and odor control, combined with a deep commitment to mentorship and service, makes him a pillar of the professional community
“Being recognized by my peers, OWEA and WEF at this time in my life is truly special,” Bannen said. “I have always been passionate about water and giving back to our industry over the past 34 years and receiving this award is a monumental thank you that I take to heart.”
The Bedell Award was presented to Bannen during the OWEA’s annual conference in Norman, OK, where colleagues and peers celebrated his ongoing impact on the industry. The honor includes a commemorative plaque recognizing his service and dedication.
