Luis Delgado, CCM, PMP, executive president and the leader of our national construction management practice, has been elected chair of the Regional Hispanic Contractors Association (RHCA) – a professional organization that works to promote and support the advancement and economic growth of Hispanic and minority contractors, architects and engineers in Texas.
Delgado, who will chair the RHCA for the 2022-2024 term, previously served on the association’s board of directors.
“I’m excited to be able to serve the RHCA and our membership in such a meaningful way,” Delgado said. “Over the years, the RHCA has been able to create impactful change for our members and our industry in Texas by helping to improve processes and procedures related to contract bidding and working closely with local and state elected officials. I am honored to have this opportunity to further advance the mission of the association.”

In addition to leading our team of program and construction management experts who are currently shepherding such projects as the $4 billion redevelopment of New York’s LaGuardia Airport, a $1.5 billion overhaul of Dallas/Fort Worth International Airport’s landside program and program management for a $700 million health care system restructuring for One Brooklyn Health, Delgado serves on the national board of directors for the Construction Management Association of America (CMAA) and led the translation and publication of CMAA’s Standards of Practice textbook in Spanish to further expand construction and project management principles to the Hispanic audience in the U.S. and Latin America.
Formerly the Hispanic Contractors of DFW, the RHCA was formed in 1995 to address the needs of one of the fastest-growing sectors of the construction industry. In addition to giving its voice to the business and political concerns of its membership, the RHCA serves the community through its outreach program.
