SAN FRANCISCO, CA – Stephen Decker has joined STV as a vice president and planning director in the firm’s Oakland office. In this role, Decker will further develop STV’s transit and transportation planning service offerings to clients in the Bay Area and throughout the West.
“Steve’s more than 25 years of transit and transportation planning experience with agency clients throughout the West make him perfectly suited to grow our planning practice throughout the Bay Area and beyond,” said Ali Mir, ENV SP, STV vice president, West Region planning director. “Through his leadership on significant projects and established track record of project delivery, he has gained critical experience and earned a reputation as a transit and transportation planning thought leader.”
Most recently, Decker served as transportation planning manager in the southwestern U.S. for a global firm specializing in engineering, architectural, environmental, and construction services. Throughout his career, he has excelled in multimodal transportation planning for federal, state, regional, and local agencies; managing multi-state, statewide, multi-regional, and regional transportation feasibility studies; and corridor planning for all modes and systems.
Decker has performed federal research across multiple topics, including congestion management, performance-based planning techniques, and air quality and transportation demand management tools and training, for the Federal Highway Administration, Federal Transit Administration, Federal Railroad Administration, and U.S. Environmental Protection Agency. He earned both a Master of City and Regional Planning and a Bachelor of Arts in International Relations from Boston University.
