STV and City of Pflugerville Celebrate Groundbreaking for Wastewater Treatment Facility

AUSTIN, TX – STV, a leading professional services firm that plans, designs and manages infrastructure projects across North America, today celebrated the start of construction for the $247 million Wilbarger Creek Regional Wastewater Treatment Facility in Pflugerville, Texas, located north of Austin. STV is serving as the owner’s representative for this essential infrastructure project, which will utilize advanced treatment technologies to provide clean water for the community while meeting all environmental regulations.

STV joined officials from the City of Pflugerville for the groundbreaking ceremony at the new site on Gregg Lane, which featured remarks from Mayor Pro Tem Doug Weiss, Texas Water Development Board Member L’Oréal Stepney, PE and City of Pflugerville Director of Public Utilities Brandon Pritchett. The ceremony was also attended by City Councilmembers and other key partners who helped advance the project.

The Wilbarger Creek Regional Wastewater Treatment Facility is designed to provide much-needed capacity for Pflugerville’s growing population. Upon construction completion in 2027, the new facility will treat 6 million gallons per day, with a capacity to pump up to 24 million gallons per day in the future. The new facility will transfer wastewater flow from a series of lift stations that currently pump flow to the City’s existing Central Wastewater Treatment Plan to the new gravity flow interceptors and treatment facility. This will reduce environmental impacts and operations requirements.

STV has a proven track record of developing and implementing integrated management strategies for water and wastewater treatment projects across the United States. Most recently, STV’s innovative design for the wastewater treatment plant expansion in Owasso, Oklahoma, earned the Grand Conceptor Award from the American Council of Engineering Companies in Oklahoma (ACEC-OK) – the highest engineering achievement award from the organization. STV successfully helped the city of Owasso to reduce the plants’ energy consumption by over 30% and reduce potable water usage by 60%. STV also provided a full suite of design and construction management services for the award-winning Vista Ridge Regional Supply Project (VRRSP), the largest public-private partnership (P3) water project in North America at the time of its completion that grew water capacity in San Antonio by 20%. STV’s design of sewer lines for the Little Sugar Creek Tributary in Charlotte, North Carolina, garnered an Honor Award from the North Carolina chapter of ACEC.
