STV Appoints Bryan Pounds to Augment Advisory Services Strategy

BOSTON, MA – STV today announced that Bryan Pounds has joined the firm as vice president of growth and strategy for its Advisory Services practice, strengthening the firm’s expansion into high-value advisory offerings and helping clients move critical infrastructure programs from planning to delivery. In this new role, Pounds will focus on building scalable advisory solutions for clients and improving how agencies communicate complex infrastructure programs to stakeholders.

“Infrastructure leaders are under intense pressure to align capital investment, policy and delivery in ways that produce measurable results,” said Garo Hovnanian, executive vice president of Advisory Services at STV. “Bryan brings the experience to turn complex strategies into clear decisions that help agencies build confidence, secure funding and move programs forward on schedule.”

Pounds brings nearly 20 years of experience advising federal, state, regional and local transportation agencies on infrastructure planning, investment strategy, policy development and program delivery. Most recently, he served as a public transportation and infrastructure advisor at a leading consultancy, supporting capital portfolio optimization, performance management, workforce strategy and long-range planning. He also held leadership roles at state departments of transportation, working closely with state leadership on capital investment and performance-based planning. Pounds holds a bachelor’s degree in civil engineering from Penn State University and a master’s degree in public administration from the University of Massachusetts Boston.

STV’s Advisory Services team helps clients make informed decisions across the lifecycle of major infrastructure programs.  By integrating advisory capabilities with planning, design and construction expertise, the team helps optimize resources, manage risk and improve outcomes. Recent work includes the zero-emission transformation of the Los Angeles County Metropolitan Transportation Authority’s bus fleet, flood resilience and mitigation at New York City Transit’s Coney Island Yard in Brooklyn, New York, and the program management and corridor development of a bus rapid transit (BRT) implementation plan in Montgomery County, Maryland.
