STV’s program management and construction management (PM/CM) team has been selected to provide owner’s project management (OPM) services on a factory expansion in West Virginia for Service Wire Company – one of the nation’s leading electrical cable manufacturers.
The expansion stands to create 60 new jobs in the region. The program encompasses the integration of state-of-the-art specialty manufacturing equipment, significant infrastructure improvements, multiple underground utility modifications and relocations, new freight access drives and energy-saving solar arrays on the new building roofing profiles.

Service Wire Company, a family-owned business since 1968, is a leading manufacturer of copper wire and cable sold nationwide through wholesale distributors. In addition to Culloden, the company operates manufacturing facilities in Houston, Texas, and Phoenix, Arizona. Service Wire provides vital electrical cabling to all industrial sectors, supporting the nation’s expanding “Made in America” requirements.
For Service Wire Company, ownership had already signed a design-build contract, requiring immediate OPM oversight to review construction documents and provide guidance on utility upgrade projects.

STV’s scope includes pre-construction services dedicated to identifying streamlined processes for stakeholder project execution, targeting long-lead equipment, numerous permitting requirements, specialized tooling installations and a comprehensive review of the general contractor’s basis of design. The team will coordinate with all entities involved with the factory expansion program through weekly communication charrettes to complete floor plan equipment layouts and utilities within the new envelope that match efficient production and handling of fabricated cabling.
In addition to PM/CM services, STV will support the development of a facilities maintenance upgrade program that can be integrated into the renovation design for the existing factory. The PM/CM team is working closely with STV’s in-house building design experts to integrate these new systems seamlessly with existing operations.
Utility construction activities are currently underway, and the new factory expansion building core and shell will be completed next September.
