PHILADELPHIA, PA – STV today announced that construction is underway on the $20 million Port of Philadelphia (PhilaPort) Cruise Terminal following a fast-tracked design effort delivered under the firm’s longstanding architect/engineer (A/E) task order with the port. The existing A/E task order enabled STV to mobilize quickly, supporting PhilaPort’s accelerated delivery schedule and early construction start.

“Designing a cruise terminal on an accelerated schedule while coordinating with multiple federal agencies and private partners requires a high level of trust and collaboration,” said Kevin Bomboy, PE, LEED AP, vice president in the national buildings operating group at STV. “STV’s longstanding partnership with PhilaPort allowed us to move swiftly and deliver a build-ready design that construction teams could execute without delay.”

The design required balancing strict federal security requirements with cruise operations, nearby energy infrastructure and the constraints unique to an active port environment. The new 16-acre terminal adjacent to Philadelphia International Airport added logistical complexity that STV handled through real-time coordination with regulatory agencies and project partners. This approach positions the terminal to open in April 2026, supporting PhilaPort’s broader strategic plan to expand cruise activity, improve passenger experience and strengthen the port’s role in the regional economy.

STV designed the terminal to support secure, efficient passenger processing while allowing for future Phase 2 expansion as cruise demand grows. In addition to leading design, STV’s construction management (CM) team is providing construction monitoring services, helping maintain continuity from design through delivery and helping to manage risk as construction progresses.
