STV Hires New Transportation Experts to Oversee Transformative Infrastructure Projects in the Northeast

NEW YORK, NY – STV, a leading professional services firm that plans, designs and manages infrastructure projects across North America, today announced that it has recruited Angel Martinez, AIA, PP, as vice president and engineering director as well as Thomas J. McGuinness, P.E., as engineering chief. Martinez and McGuinness bring experience in project delivery and will be responsible for expanding STV’s transportation practice in the northeast.

With over 35 years of industry experience as an architect, project manager and transformational leader, Martinez has held leadership roles guiding teams from various agencies including the Port Authority of New York and New Jersey, New York State Development Corporation, Amtrak, the Long Island Rail Road (LIRR), NJ Transit and New York City Transit. He previously led all Port Authority engineering operations, covering project management and program performance, finances, technology solutions, business strategies, consulting services and digital transformation. He is passionate about revitalizing neighborhoods through mixed-income residential developments, public spaces reflecting cultural diversity and mentoring young Latinos pursuing transportation careers. Martinez holds a bachelor’s in architecture from the New Jersey Institute of Technology.

Prior to joining STV, McGuinness served in leadership roles for several state and local transportation agencies where he was responsible for the delivery of several design-build projects including the LIRR Third Track Expansion and the Metro-North Railroad Penn Station Access. McGuinness played an integral role in the development of New York State’s first design-build project, as well as serving as the construction manager for the Governor Mario M. Cuomo/Tappan Zee Bridge construction project. McGuinness has served as an active volunteer firefighter for over 35 years and holds a bachelor’s degree in civil engineering from Manhattan College in New York.
