STV Promotes Paul Bobby to Illinois Area Manager

CHICAGO, IL – STV, a leading professional services firm that plans, designs and manages infrastructure projects across North America, today announced Paul Bobby, PE, has been promoted to Illinois area manager. A vice president at STV, Bobby’s new role will include overseeing projects, client relationships and operations at STV’s Chicago office while supporting the firm’s continued growth across the Midwest. 

“Paul has been a valued leader at STV for many years, supporting our continued growth in Chicago and throughout Illinois,” said Jerry Stump, PE, president of the Transportation South/Central group at STV. “He has consistently provided outstanding client service and community engagement, and we are excited to see him take on the Illinois area manager role.” 

Bobby brings more than 25 years of experience in the design and construction of railroad and highway infrastructure improvements. Since joining STV in 2004, he has managed a range of track capacity expansion and rail improvement projects for clients including Metra, the Illinois Department of Transportation (IDOT), the Illinois Tollway, the Chicago Transit Authority (CTA), CSX Transportation and other major Class I freight railroads. He is currently serving as the deputy program manager overseeing the implementation of Metra’s five-year, $2.5 billion capital program. His experience also includes leading design and construction services for the Chicago Region Environmental and Transportation Efficiency (CREATE) program, a landmark initiative aimed at improving freight rail movement through Chicago, the nation’s busiest freight gateway. 

Bobby holds a Bachelor of Science in civil engineering from the University of Wisconsin-Platteville and is a registered Professional Engineer in four states.  

STV has a four-decade legacy of delivering engineering design, construction and program management services for clients across the Midwest, including Metra, the Illinois and Chicago Departments of Transportation and the Illinois Tollway. Most recently, the firm has supported the CTA’s Innovation Studio AI Pilot, assisted Metra in procuring battery-powered trainsets and helped transit agencies across the region transition towards an equitable and zero-emissions future.
