NEW YORK, NY – STV today announced the promotion of David Watson, CCM, to senior vice president and George Diakoumakos, CCM, LME, to vice president in the firm’s program management and construction management (PM/CM) group.
“Dave is driving transformative growth and expanding our PM/CM presence across the West region, while George has established trusted teams with our largest PM/CM clients, broadening the range of projects we deliver,” said Luis Delgado, CCM, PMP, president of the PM/CM operating group at STV. “Their expertise, passion, commitment to delivering results and ability to drive growth have been key to our success, and I am confident they will continue to achieve even greater success for our clients.”
Based in California, Watson has more than 20 years of experience in PM/CM, with a focus on growth strategy, profit-and-loss management (P&L), asset management and team leadership. He has led multibillion-dollar transportation and water programs and built high-performing teams across the West. He will continue to lead STV’s PM/CM expansion on the West Coast, focusing on major infrastructure projects across Arizona, California, Colorado, Nevada and Washington state. Watson received his Bachelor of Science from California State University, and Master of Business Administration from the University of Liverpool. He serves as program chair on the Northern California Chapter board of the CMAA.
Based in New York, Diakoumakos brings more than 30 years of construction management experience and has led major public-sector programs for the New York City Housing Authority (NYCHA), New York City School Construction Authority (NYCSCA), Dormitory Authority of the State of New York (DASNY), Metro-North Railroad and the U.S. Coast Guard. He is recognized for delivering complex electrical and infrastructure upgrades in occupied facilities across New York City. His leadership on the Andrew Jackson Houses renovation earned a 2022 Project Achievement Award from the Construction Management Association of America. In his expanded role, Diakoumakos will continue leading NYCHA capital improvement and modernization programs, driving enhanced security measures, resilient utility systems and long-term infrastructure upgrades citywide. Diakoumakos attended St. John’s University and is a licensed master electrician.
In New York, STV has provided PM/CM services for various NYCHA initiatives, including the Polo Grounds campus redevelopment and the design-build project at Saint Nicholas Houses in Harlem. STV’s work with NYCHA has earned several industry awards, including projects for The Andrew Jackson Houses in the Bronx, security enhancements across 34 developments and Kingsborough Houses in Brooklyn.
STV’s PM/CM experts are also leading complex infrastructure projects across the West, including the Whatcom County Jail in Washington, the Sierra Student Housing Facility in California as well as upgrades to the Seattle Center Monorail Station and the Delta Sky Way Program at Los Angeles International Airport. The firm has also worked with prominent clients such as the Los Angeles Unified School District, Los Angeles County and Microsoft.
