STV Tapped to Design New Baltimore Therapeutic Treatment Center

Treatment Center Hailed as a National Model for Restorative Justice Design

BALTIMORE, MD – STV, a leader in engineering, architectural, planning, program and construction management services, announced today it has signed a contract with the Maryland Department of General Services to serve as the lead designer for the new Baltimore Therapeutic Treatment Center (BTTC). STV will also create a master plan for the 17-acre site, which is located in the Baltimore City Pretrial Complex north of downtown Baltimore.

“The new Baltimore Therapeutic Treatment Center will serve as national model for providing services and therapies that address trauma and promote healing for those in contact with the justice system,” said Frank Greene, FAIA, OAA, STV vice president and justice practice lead. “Our ultimate objective is that people entering the system will experience improved outcomes. This signature project allows us to give form to the aspirations of our forward-thinking client and STV is honored to lead these emergent design practices in the justice and behavioral health sectors.”

The multidimensional facility will hold approximately 850 beds and include robust deflection, diversion, mental health and substance use treatment, and reentry services. STV will provide a full suite of architectural and engineering services, including site work, site utility work, and the complete creation of construction documents to construct the first phase of the treatment center complex. STV provides a holistic design approach focused on creating humane, healing and supportive environments. The design will place significant emphasis on stabilization, treatment, care coordination, and discharge planning, with the goal of much-improved reentry outcomes.

STV has a long history of working on large-scale projects in the justice sector, such as the renovation and expansion of the Macomb County Jail in Michigan and the expansion of the Iowa Correctional Institution for Women. The firm is an established leader in behavioral health, having designed such state-of-the-art facilities as the South Beach Psychiatric Center and Campus in Staten Island, NY, the Mid-Hudson Forensic Psychiatric Center in New Hampton, NY, and most recently, the renovation of the Clifton T. Perkins Psychiatric Hospital in Jessup, MD.
