STV Taps 40-Year Veteran Henry Dumaran to Lead Aviation Project Delivery in the West  

SAN DIEGO, CA – STV today announced that Henry Dumaran has joined the firm as vice president and aviation director of its program management and construction management (PM/CM) team in the West region. In this role, Dumaran will oversee strategy, operations and client partnerships on aviation projects in the West.  

Dumaran brings more than 40 years of experience in CM and aviation, having led complex airport programs that include major terminal renovations, airfield safety enhancements and multi-billion-dollar optimization projects. His recent work includes projects at San Francisco International Airport, Austin-Bergstrom International Airport, Tucson International Airport and the Delta LAX Redevelopment Program.

He holds a Bachelor of Science in Civil Engineering from the University of Pangasinan in the Philippines. He is a designated design-build professional and an active member of the Design-Build Institute of America (DBIA). 

Dumaran joins STV amid significant investment in aviation infrastructure in the region. In August 2025, the Federal Aviation Administration awarded $158 million in grants to 72 California airports alone to fund runway, taxiway, terminal and safety upgrades, highlighting the scale of modernization efforts in the area. 

STV’s award-winning aviation work includes program and construction management services at LaGuardia Airport for both Terminal B and Delta Air Lines’ Terminal C, as well as serving as the architect- and engineer-of-record, in association with Grimshaw, at Newark Liberty International Airport Terminal A. The firm has also provided a range of planning, design and program and construction management services at Hartfield-Jackson Atlanta International Airport, DFW International Airport and IAH in Houston, Texas.
