STV To Lead Site Design for Baltimore’s New Harborplace

BALTIMORE, MD – STV, a leading professional services firm that plans, designs and manages infrastructure projects across North America, today announced it has signed a contract with MCB Real Estate to provide the site design for Harborplace, a $500 million redevelopment that will transform Baltimore’s Inner Harbor into a vibrant mixed-use destination. STV’s local team will provide entitlement services, civil engineering, landscape architecture, permit processing and construction administration services for the 20-acre site. 

Located at the heart of Baltimore’s downtown waterfront, Harborplace is poised to redefine the area as a premier destination for dining, commerce, culture and community. The project spans 20 acres around the Inner Harbor and includes more than 18 acres of public space, featuring parks and a new promenade along the harbor’s edge. The remaining area will accommodate four proposed new buildings, including offices, shops, restaurants and two residential towers housing 900 apartments, making this redevelopment one of the city’s most significant undertakings in decades. 

STV previously supported the visionary master plan for this project, providing horizontal infrastructure planning and design services for the public spaces and proposed new buildings. The project has gained momentum following Baltimore City voters’ approval of the redevelopment plan in November 2024. STV is currently leading field-run site surveys and geotechnical exploration across the site with support from subconsultants Daft McCune Walker and Hillis Carnes Engineering Associates.

The vision for the new Harborplace is centered on authenticity and community, aiming to create a vibrant and inclusive waterfront development that reflects Baltimore’s spirit and diversity. Key goals include promoting economic sustainability, supporting local jobs, celebrating waterfront connectivity, prioritizing accessibility, designing for resilience, ensuring safe and welcoming spaces and building equitably. 

STV has been a key player in shaping Baltimore’s urban landscape for more than 30 years, providing comprehensive services to support projects from the early stages of master planning through entitlements and construction completion. The firm has contributed to major developments throughout the city, including all five HOPE VI public housing redevelopment projects, the University of Maryland BioPark, Somerset Homes Redevelopment and dozens of waterfront development projects across Baltimore. Most recently, STV has been supporting the development of Baltimore Peninsula, a 235-acre mixed-use neighborhood in South Baltimore, as well as a major redevelopment project in East Baltimore, reinforcing its lasting impact on the city’s growth and evolution.
