STV to Oversee Design and Construction of More Than 1,500 NYCHA Units in Harlem

NEW YORK, NY – STV, a leading professional services firm that plans, designs and manages infrastructure projects across North America, today announced that the New York City Housing Authority (NYCHA) selected the firm to provide construction management-as agent (CMa) services for a transformative design-build project aimed at revitalizing 1,526 units at Saint Nicholas Houses in Harlem. The top-to-bottom renovations will holistically rehabilitate the 13-building NYCHA property, which is home to nearly 3,340 residents.

STV’s role will be crucial in helping to ensure that all design-build activities align with NYCHA’s design standards. As part of this effort, STV will oversee the design and construction performed by the selected Saint Nicholas Design-Build team, ensuring the integrity of the project from inception through completion. The CMa services provided by STV will expand to include comprehensive management and quality assurance of all design and construction activities, including that the project adheres to the established schedule, maintains the highest quality standards and fulfills all contractual terms.

The modernization program entails the complete gut renovation of apartments; new plumbing for kitchens and bathrooms; electrification of heat and hot water; elevator replacements; improved ventilation; hazardous material abatement, including the removal of all lead-based paint; full plumbing replacements; electrical upgrades; window replacements; security and accessibility upgrades; pest and waste management upgrades; and façade repairs, including a new cladding system on the exteriors of the building.

For more than 20 years, STV has partnered with NYCHA at properties across the city to improve quality of life for its residents with security enhancements, site wide lighting, community center upgrades and new waste management systems. STV has also developed specialized teams to support the maintenance of essential exterior building components; apartment interiors; mechanical/electrical/plumbing systems such as centralized boilers; electrical utilities; electrification; and a first-of-its-kind waste management improvement system. STV’s work with NYCHA has received several industry awards from the Construction Management Association of America, including projects for The Andrew Jackson Houses in the Bronx, security enhancements across 34 developments and Kingsborough Houses in Brooklyn.
