As one of the Southeast region’s fastest-growing cities, the City of Columbia in South Carolina has long identified the need to improve rail operations and alleviate vehicle congestion impacted by freight rail traffic along the city’s Assembly Street Railroad Corridor.
STV has provided a range of planning, design and outreach and engagement strategy services for the City of Columbia and the South Carolina Department of Transportation for the Assembly Street Railroad Corridor Separation program for more than 15 years. These services include a feasibility study that analyzed viable design alternatives, conceptual engineering, alternative analyses, railroad coordination and National Environmental Policy Act (NEPA) initiatives to facilitate a preferred alternative for the project. The team also led the planning and execution of a public meeting designed to gather input from community members and stakeholders, featuring immersive displays and opportunities for two-way dialogue so participants had a clear view of the project’s goals.
Additionally, the firm is providing conceptual track and roadway design services, including structures and preliminary utility and right-of-way evaluations, and prepared grant documentation that allowed Columbia to secure a $204 million Federal Railroad Administration Railroad Crossing Elimination Grant.
