Audrey Nixon Boulevard Reconstruction

The reconstruction of Audrey Nixon Boulevard delivers major safety, mobility and community connectivity improvements for residents of North Chicago and Waukegan. The project transformed an existing four‑lane roadway into a two‑lane configuration with a dual center turn lane to support safer vehicle movements and calmer traffic conditions. New sidewalks, bike paths, landscaping and signalized crossings create a multimodal corridor that supports pedestrians, cyclists and transit users. A new roundabout at Dugdale Road further enhances flow by simplifying turning movements and providing a critical connection between the Greenbelt Forest Preserve and the Robert McClory Bike Path.

What challenges did STV address?

The corridor required full‑depth reconstruction, drainage upgrades and complex traffic staging while maintaining access for neighborhoods and local businesses. Multiple utilities ran along the alignment, creating potential conflicts with construction sequencing. Addressing overhead power lines and coordinating relocation work required proactive communication with utility owners to avoid schedule delays.

What solutions did STV deliver?

STV provided construction engineering services for the 1.38-mile section, overseeing roadway reconstruction, the installation of a new roundabout and the modernization of traffic signals at key intersections. The team developed a relocation matrix to prioritize utility work areas and supported daily coordination with utility companies to keep activities aligned with construction needs. Rapid decision‑making and field collaboration helped mitigate conflicts and kept the project on schedule.

How does this project benefit the community?

The redesigned corridor improves pedestrian and bicycle access, enhances roadway safety and strengthens connectivity between residential areas, recreational destinations and regional trail systems. The roundabout and multimodal enhancements reduce conflicts, support active transportation and contribute to long‑term community livability.
