Beltsville Agricultural Research Center Building 307 Modernization

The U.S. Department of Agriculture’s (USDA) Beltsville Agricultural Research Center (BARC) is one of the nation’s leading scientific campuses. As the USDA sought to modernize its aging research infrastructure, STV served as lead designer for the complex renovation of Building 307 – a 66,000‑square‑foot, three‑story concrete structure originally built in 1939. The project transformed an outdated facility into a flexible, contemporary environment that supports evolving research needs across agricultural science disciplines.

What challenges did STV address?

Modernizing an 80‑year‑old laboratory and office building required structural intervention, selective demolition, and the integration of modern building systems within limited existing conditions. The project also demanded adaptability to support diverse research functions, improved circulation and the creation of additional usable space – including the conversion of a below‑grade area into a functional basement.

What solutions did STV deliver?

STV designed major interior modifications, including demolition of targeted floor slab and foundation areas to create new stairways and circulation paths. To establish a new 5,000‑square‑foot basement level, existing fill was removed and replaced with a new at‑grade concrete slab. The team modernized all mechanical, electrical, plumbing and fire protection systems to support contemporary laboratory standards. The renovated building now features private and open offices; laboratories; and storage, equipment and conference rooms, all configured for long‑term flexibility.
