On-Call CM Services for Mentor Program

The New York City School Construction Authority’s (NYCSCA) award-winning Mentor Program strengthens the capacity of Minority, Women and Local Business Enterprises (MWLBEs) by providing essential training, access to financial resources and support transitioning into union environments. As part of this initiative, STV was selected to deliver on-call construction management and mentor services for new construction contracts awarded through the program. Through hands-on guidance and field-tested leadership, STV helped emerging contractors gain the expertise needed to succeed in New York City’s competitive construction landscape.

What challenges did STV address?

The NYCSCA Mentor Program sets out to expand opportunities for small and MWLBE firms, many of which face barriers such as limited construction management experience, unfamiliarity with permitting and coordination processes, and navigating complex project documentation. These challenges can hinder growth, delay project delivery and restrict firms’ access to larger-scale opportunities. The authority needed a partner capable of not only overseeing construction activity but also elevating participating firms’ technical capabilities.

What solutions did STV deliver?

STV provided direct construction management oversight while delivering structured training and mentorship to participating contractors. The team led sessions on safety protocols, permitting and approvals, subcontractor coordination, field management, submittals, and project documentation. By combining technical instruction with real-time field support, STV helped develop contractors’ confidence, skillsets and professional readiness – ultimately preparing them to perform successfully on SCA projects and beyond.
