To support industrial expansion across South Carolina’s Lowcountry, Palmetto Railways is constructing a new 23-mile, $185 million rail line connecting the Camp Hall Commerce Park to the existing CSX Transportation right-of-way near the Santee Cooper Cross Generating Station. The new line will give Camp Hall tenants – such as Volvo Cars – direct rail access for manufacturing and logistics operations, reducing truck traffic on area highways and strengthening freight connectivity throughout the region.
What challenges did STV address?
The corridor traverses swampy soils and environmentally sensitive wetlands, necessitating innovative subgrade stabilization and drainage designs to ensure reliable rail performance. The project also involves more than 32 active and passive at-grade roadway crossings – nine of which are on South Carolina Department of Transportation (SCDOT) roadways – each demanding realignment or elevation adjustments to achieve sufficient drainage and cover. STV led complex coordination with multiple agencies, including SCDOT, the South Carolina Department of Environmental Services (SCDES) and the U.S. Army Corps of Engineers (USACE), to secure permits and maintain project momentum on a fast-track schedule.

STV is providing comprehensive design and engineering services encompassing drainage structures, rail signal systems, bridge design, waterline design and highway realignment. The firm is developing phased final design and bid packages that align with permitting and construction sequencing requirements.
