Charlotte Area Transit System Fleet Electrification and Workforce Development

As Charlotte continues to grow, the Charlotte Area Transit System (CATS) is advancing a major transition toward a zero‑emission fleet. The agency is replacing aging diesel buses with cleaner, more efficient technologies while preparing its workforce and facilities for long‑term electrification. STV is partnering with CATS to help shape this next generation of transit service, supporting both fleet upgrades and the operational transformation needed to manage, maintain and operate electric vehicles across multiple facilities.

What challenges did STV address?

CATS required a clear pathway for adopting low‑ and no‑emission buses, securing the necessary funding and ensuring its workforce is prepared for the shift to electric technology. The agency also needed a strategy for integrating new charging infrastructure, software tools, and fleet‑management practices – without disrupting daily service or long‑term capital plans.

What solutions did STV deliver?

STV helped CATS secure a $30 million Federal Transit Administration grant through the Infrastructure Investment and Jobs Act, enabling the purchase of 31 zero‑ or low‑emission buses and the installation of associated charging systems. STV also developed workforce training strategies to prepare operators and maintenance staff for new electric technologies. Beyond the grant work, STV continues to support CATS in planning its broader zero‑emission transition, providing advisory services in policy, funding, operations and long‑term implementation.

How does this project benefit the region?

Fleet electrification strengthens Charlotte’s sustainability goals, reduces emissions and improves air quality for residents. The investment prepares CATS for future growth, enhances system resiliency and ensures the transit workforce is ready for new operational demands – advancing cleaner, more reliable mobility across the city.
