STV completed the City of Kyle’s first comprehensive Water Master Plan, delivering a long‑range strategy to facilitate a reliable and sustainable water supply for one of the fastest-growing communities in Central Texas. The plan provides a 50‑year outlook, evaluating current water sources, future supply needs, distribution system performance and capital investments required to support long‑term community growth. STV updated and calibrated the City’s hydraulic water model, developed multi‑horizon demand projections, assessed system capacity and reliability and prepared a phased capital improvement plan that aligns with Kyle’s full build‑out.

With rapid development driving increased water usage, the City needed a clear, data‑driven approach to manage system constraints, evaluate supply alternatives and prepare for future growth. The project examined aging infrastructure, distribution system bottlenecks, regional supply limitations and new supply opportunities. STV also assessed potential impacts from areas outside the City’s service boundary and integrated reclaimed water options into the long‑term planning effort.

- Advanced Regional Supply (ARS) coordination to expand and diversify future water supply options through partnerships with neighboring utilities.
- An indirect/direct potable reuse study to evaluate reclaimed water as a long‑term, drought‑resilient supply strategy, including feasibility, treatment requirements and regulatory considerations.
- A near‑term supply strategy based on the most recent two years of demand data to guide immediate infrastructure decisions and ensure early system reliability.
The plan also includes guidance on pump station and storage sizing, pipeline improvements, developer-driven extensions and updates to drought contingency and conservation planning.
