Cross Harbor Freight Movement Program

To strengthen freight mobility across the greater New York and New Jersey region, the Federal Highway Administration and the Port Authority of New York and New Jersey (PANYNJ) are evaluating long‑ and short‑term strategies through the Cross Harbor Freight Movement Program. The initiative aims to modernize freight transport by combining land‑based improvements with a proposed tunnel beneath New York Harbor. These upgrades would improve network efficiency, reduce roadway congestion, enhance air quality and support regional economic growth. STV leads a joint venture team supporting PANYNJ’s environmental review and planning work for this transformative effort.

What challenges is STV addressing?

Freight movement across the harbor is limited by constrained infrastructure and heavy truck dependence on regional crossings. PANYNJ required a comprehensive analysis of alternatives that would reduce strain on existing facilities while supporting sustainable freight growth. Evaluating tunnel and railcar float options demanded an understanding of environmental effects, operational feasibility, community impacts and long‑range transportation needs.

What solutions is STV delivering?

STV directed the preparation of the Tier I Environmental Impact Statement and supporting categorical exclusion documents, establishing the program’s foundational analysis. STV was then selected for the Tier II Study to assess the environmental impacts and mitigation strategies for two preferred alternatives: a dedicated freight rail tunnel connecting Jersey City and Brooklyn and an expansion of the existing New York-New Jersey Rail Carfloat system. The team’s work examines costs, governance, environmental goals, ridership and revenue assumptions to support informed decision‑making.
