Delta Conveyance Water Supply Project

California’s Delta Conveyance Program is one of the most ambitious water infrastructure efforts in the United States. The program will construct a 45‑mile‑long, 36‑foot‑diameter tunnel beneath the Sacramento-San Joaquin River Delta, connecting the Sacramento River to the State Water Project (SWP) – a system that delivers clean water to 27 million Californians and 750,000 acres of farmland. STV has been selected by the Delta Conveyance Design and Construction Authority (DCA) to provide executive-level program leadership, engineering guidance and stakeholder management support to help deliver this transformative tunnel system.

What challenges is STV addressing?

California’s water system is under increasing strain from climate change, aging levees, seismic vulnerabilities and rising sea levels. Modernizing the SWP requires a delivery structure capable of aligning complex technical, environmental and stakeholder priorities. The DCA needs an experienced partner to build a high-performing executive organization capable of managing the scale and complexity of a major, multi-decade, tunnel-driven water program.

What solutions is STV delivering?

STV is helping establish and staff the DCA’s executive leadership team, providing executive strategy, program management and engineering oversight for heavy civil and tunnel construction. The firm is supporting organizational development, governance frameworks, operational readiness and coordinated stakeholder engagement. STV’s role aligns technical decision-making with long-term water policy goals, ensuring an integrated, collaborative approach to program delivery.

How will this project benefit California and the region?

The Delta Conveyance Program will strengthen the long-term reliability of one of the nation’s most critical water supply systems. By improving resilience to climate impacts and seismic risk, the program will safeguard access to clean water for millions of residents, protect agricultural production and support the future sustainability of communities across California. STV’s leadership role helps advance a project that is vital to the state’s environmental, economic and social well-being.
