Donald Dungan Library & Norma Hertzog Community Center

Boasting spacious communal areas, an interactive play area for children and mid-20th century modern architecture, the new, LEED® Gold-certified Donald Dungan Library and the new Norma Hertzog Community Center (NHCC) welcome communities across Costa Mesa into their light-filled structures.

STV provided construction management services for the project, which was completed in two successive phases. As part of its CM scope, STV conducted an alternative investigation that found that construction materials reclaimed from the community center’s demolition could be repurposed as the crushed material base for the new library’s foundation. This unique method minimized waste and reduced the amount of construction debris that needed to be hauled off site.

The project’s first phase involved the demolition of the existing facility and the construction of a new, two-story library in its place. The second phase entailed renovating the existing library into the new NHCC space. The project also features a new park that extends the library’s public programming into the outdoors.

This transformative program received recognition from Engineering News-Record California and the American Society of Civil Engineers Orange County Branch.
