East Market Street/Harrison Street Intersection Signal Upgrades 

The East Market Street/Harrison Street Intersection Signal Upgrade program improved safety and accessibility at a key gateway connecting the City of York and Spring Garden Township. Located along a highly visible urban corridor, the project introduced innovative traffic signal operations, enhanced pedestrian accommodations and clearer turning movements to address documented crash patterns, complex lane configurations and multimodal safety concerns for drivers, pedestrians and transit users alike.

What challenges did STV address?

STV advanced a previously developed concept to final design, resolving safety concerns caused by opposing lane configurations and documented crash patterns. The project required careful coordination within a constrained urban footprint, integrating pedestrian improvements and accommodating multimodal users – including transit riders and runners – while maintaining acceptable traffic operations and meeting PennDOT standards.

What solutions did STV deliver?

STV delivered final design featuring an innovative right-turn-only flashing yellow arrow signal – only the third application of its kind in Pennsylvania – to provide clearer guidance for motorists and pedestrians. The design also included protected-only turn phasing, upgraded pedestrian push buttons, custom signage, a new concrete median, updated pavement markings, and crosswalks at all approaches. Fourteen ADA curb ramps were upgraded, sidewalks were replaced and bus stop markings were added to enhance multimodal safety and accessibility.

How did the project benefit the community?

The completed improvements created a safer, more legible intersection that enhances mobility for drivers, pedestrians, transit users, and community events. The project improved accessibility, preserved local gateway features and strengthened safety and reliability at one of York’s most prominent corridors.
