STV, in joint venture with Artheon, is providing construction management services for Amtrak’s East River Tunnel Rehabilitation Program, a transformative effort to modernize one of the Northeast Corridor’s most critical rail assets while maintaining passenger service. Originally opened in 1910, the East River Tunnel consists of four rail tunnel tubes connecting Manhattan and Queens and serves Amtrak, Long Island Rail Road (LIRR) and NJ TRANSIT trains. Following significant damage caused by Superstorm Sandy, the tunnel required comprehensive rehabilitation to restore long-term reliability, resiliency and operational performance.
What challenges did STV address?
The East River Tunnel is one of the busiest and most operationally critical rail assets in the United States, carrying passenger trains beneath the East River between Manhattan and Queens. Rehabilitating a 115-year-old tunnel system presented significant challenges due to age, constrained underground conditions, aging infrastructure and the need to maintain rail service throughout construction.
The tunnel also sustained extensive flood-related damage during Superstorm Sandy, accelerating deterioration of structural, track, power and communications systems. Delivering a full reconstruction effort while adjacent tunnel tubes remained in operation required extensive coordination among rail operators, contractors, field personnel and project stakeholders.

As part of a joint venture with Artheon, STV provides construction management services overseeing civil, structural, systems and track work throughout the rehabilitation program.
The team supports delivery through innovative construction sequencing and comprehensive project oversight within Amtrak’s Railroad Isolated Construction Zone (RICZ) framework. By physically separating the construction environment from active rail operations, the approach improves worker safety, expands construction access and creates a dedicated workspace that supports efficient delivery.
For Line 2, the work included demolition of existing tunnel systems down to the concrete liner and reconstruction of critical infrastructure, including:
- New benchwalls throughout the tunnel
- Direct fixation track system installation
- Drainage system upgrades
- Third rail and overhead catenary power system improvements
- Communications system modernization
- Fire-life-safety upgrades
- Systems integration and operational testing
