East San Fernando Valley Transit Corridor

Spanning 13 miles through one of Los Angeles’ most dynamic and fast‑growing regions, the East San Fernando Valley Transit Corridor provides essential connections to schools, hospitals, and major employment centers. To support the Los Angeles County Metropolitan Transportation Authority (Metro) in identifying the most effective transit solution for this corridor, STV delivered systems, operations and alignment planning and design services as part of a comprehensive alternatives analysis. The study evaluated the feasibility and performance of bus rapid transit (BRT), light rail transit (LRT) and tram options to improve mobility and strengthen north‑south travel in the valley.

What challenges did STV address?

Metro needed to determine the most efficient and sustainable transit mode to serve a diverse ridership while supporting long‑term growth. The challenge involved balancing cost, travel times, right‑of‑way constraints and operational impacts across a dense urban environment. The project required detailed technical evaluation to help Metro make an informed, community‑focused investment.

What solutions did STV deliver?

STV developed advanced conceptual engineering plans, including horizontal and vertical alignments, station concepts and profiles for LRT and streetcar options. The team identified substation and equipment locations, assessed maintenance and storage facility needs and evaluated projected costs and travel times. STV’s work helped Metro compare multimodal options and ultimately informed the Board of Directors’ decision to select LRT as the preferred alternative.

How does this project benefit the region?

The preferred LRT investment will enhance mobility, reduce congestion and support equitable transit access along a corridor rich with community destinations. By providing a long‑term, high‑capacity solution, the project strengthens regional connectivity and supports sustainable growth in the San Fernando Valley.
