Folly/Camp Road Intersection Improvements

Folly Road (SC‑171) is the primary gateway to James Island and the only roadway connection to Folly Beach, making it one of the most heavily traveled corridors in the region. Persistent congestion at the Folly and Camp Road intersection, combined with frequent flooding along this low‑lying roadway, created ongoing challenges for residents, businesses and visitors. Charleston County selected STV to deliver a comprehensive design solution that improves traffic operations, enhances drainage and preserves the corridor’s historic landscape.

What challenges did STV address?

The intersection’s constrained footprint, extensive underground utilities and vulnerability to flooding required precise engineering. STV also needed to widen the roadway and introduce multimodal features while preserving 50 heritage grand oak trees that hold deep cultural significance for the community. Developing drainage improvements that fit within tight right‑of‑way limits added another layer of complexity.

What solutions did STV deliver?

STV provided roadway, drainage, environmental and utility coordination services to redesign the intersection with additional turn lanes, bike lanes and accessible sidewalks. The team created customized drainage solutions and advanced utility layouts to avoid service conflicts. Through thoughtful design, STV preserved all 50 grand oaks, integrating them into a safer and more efficient roadway configuration. The project received an Engineering Excellence Award from ACEC South Carolina.

How does this project benefit the community?

The improved intersection reduces congestion, enhances safety and protects businesses and neighborhoods from flood impacts. By preserving historic trees and creating a more walkable, resilient corridor, the project strengthens community identity and supports long‑term regional mobility.
