The Fort Mill Southern Bypass was developed to improve mobility and accessibility in southeastern Fort Mill and eastern York County by creating a new transportation corridor that relieves congestion on local roadways. The completed project delivers a new seven-mile, two-lane roadway (including side roads) that connects the eastern terminus of the Southern Bypass to the Fort Mill Northern Bypass, strengthening regional connectivity and supporting continued growth in one of South Carolina’s fastest-growing communities.
What challenges did STV address?
Delivering the bypass required navigating complex environmental, regulatory and infrastructure constraints. The corridor crossed sensitive natural resources and a major freight rail line, requiring extensive environmental documentation, permitting and agency coordination. STV coordinated with the Federal Highway Administration, U.S. Fish and Wildlife Service and U.S. Army Corps of Engineers to facilitate protected species relocation and Clean Water Act Section 404 permitting. In parallel, the project demanded detailed traffic analysis across 15 intersections and long-term right-of-way planning to accommodate future growth.
What solutions did STV deliver?
STV provided turnkey project management and full design services, including roadway and bridge design, environmental mitigation, cost estimating, bid document development and construction-phase support. The scope included design of a four-span, 476-foot steel plate girder bridge over Norfolk Southern Railway and Banks Road, engineered to accommodate future widening. STV also completed natural resource investigations, biological assessments, railroad crossing studies and public engagement activities to advance the project efficiently from concept through completion.
