Harold Interlocking in Queens is the busiest passenger rail interlocking in North America, located within a dense 1.5‑mile corridor where Long Island Rail Road (LIRR), Amtrak and NJ TRANSIT operations converge – totaling roughly 700 trains per day. As a key component of the Metropolitan Transportation Authority’s (MTA) Grand Central Madison program, the modification of Harold Interlocking was essential for improving reliability and reducing operational conflicts. STV, working in joint venture under contract to MTA Construction & Development, prepared final design documents for multiple infrastructure improvements that allow the three major railroads to move through this complex junction more efficiently.
What challenges did STV address?
The interlocking’s dense track layout and overlapping railroad operations created significant bottlenecks and at‑grade conflicts that limited capacity and flexibility. Any modifications required meticulous phasing to preserve service for three railroads while upgrading a live rail environment. The challenge also included redesigning long‑standing alignments without compromising safety, operational coordination or the program schedule for Grand Central Madison.
What solutions did STV deliver?
STV’s designs introduced two new bypass tracks that enable Amtrak trains to avoid LIRR movements east of the tunnel portals into Manhattan, eliminating at‑grade conflicts. Additional improvements included reinstating a track connection to an existing tunnel line with a 30 mph alignment, new connections to an existing loop track, alignment for an additional loop track and a relocated primary route alignment for LIRR. These enhancements reorganize traffic flow and significantly streamline rail operations within the interlocking.
How does this project benefit the region?
By reducing conflicts and improving throughput, the modifications enhance reliability across the Northeast Corridor and the LIRR network. The upgrades support the broader Grand Central Madison program, delivering smoother operations, increased capacity and improved travel times for hundreds of thousands of daily passengers.
