Highland Avenue Bridge Rehabilitation

Highland Avenue is a major arterial in DuPage County, Illinois, carrying roughly 40,000 vehicles per day through a busy commercial district. When inspections revealed poor expansion joints and deterioration along the southern approach of the Butterfield Road bridge section, the DuPage County Division of Transportation advanced a rehabilitation program to improve safety and extend the service life of the two I‑88 bridges. STV was selected to provide engineering design and construction support services, ensuring efficient delivery and coordination across multiple agencies.

What challenges did STV address?

Rehabilitating the bridges in a constrained corridor required careful planning to minimize disruptions to businesses and commuters. STV and the County determined that a total bridge closure – though inconvenient for the public – was the safest, quickest and most cost‑effective option. This decision demanded a detailed maintenance‑of‑traffic plan and significant outreach, including public meetings, to prepare the community. Shared jurisdiction among DuPage County, IDOT, the Illinois State Toll Highway Authority and the Village of Lombard also required extensive coordination.

What solutions did STV deliver?

STV designed bridge deck and pavement repairs, concrete curb and gutter upgrades, new ADA‑compliant pedestrian ramps and 1,500 feet of roadway resurfacing. The team developed the comprehensive traffic management plan and coordinated with local and state agencies to ensure jurisdictional responsibilities were met efficiently. STV provided construction support to monitor quality, resolve field issues and maintain project momentum.

How does this project benefit the community?

The rehabilitated bridges improve safety, enhance travel reliability and support long‑term mobility in a high‑traffic corridor. New ADA features create a more accessible pedestrian environment, while structural upgrades extend the lifespan of vital infrastructure serving the region’s residents and businesses.
