Highland Avenue is an arterial in DuPage County, IL, carrying approximately 40,000 vehicles a day through a busy commercial district. It features two bridges – one over Butterfield Road and one over I-88. Based on a repairs report, the expansion joints and southern approach on the Butterfield Road bridge section were rated in poor condition.
STV was contracted by the DuPage County Division of Transportation to perform engineering design and construction support services for the rehabilitation of the two I-88 bridges. Other improvements included deck and pavement repairs, concrete curb and gutter repairs, new ADA-compliant pedestrian ramps, and 1,500 feet of roadway resurfacing.
During the design phase, STV and the client determined that the safest, quickest and most cost-effective solution for repairs was total closure of the bridge. Due to the inconvenience the closure would cause the community, a complex maintenance of traffic plan was developed by STV and communicated to the public at a series of informational meetings. The firm also identified shared jurisdiction with other state agencies who owned and maintained roadway and bridge sections adjacent to the project limits, including the Illinois Department of Transportation, the Illinois State Toll Highway Authority and the Village of Lombard.
