I‑295 Fayetteville Outer Loop

The completion of the Fayetteville Outer Loop marks one of southeastern North Carolina’s most significant transportation milestones, delivering a continuous, high‑capacity interstate bypass around Fayetteville. Developed through decades of sustained investment by the North Carolina Department of Transportation (NCDOT) and its partners, the fully open loop enhances regional connectivity, improves safety and reliability for travelers, and supports long‑term economic vitality across the Cape Fear region. STV played a key role in advancing this generational mobility investment by serving as lead designer for one of the corridor’s most technically complex segments of I‑295.

What challenges did STV address?

The project required delivery of a new interstate segment adjacent to one of North Carolina’s busiest freight corridors, with active traffic on I‑95, nearby development, environmental resources and future phases of the Outer Loop all influencing design and construction. Maintaining mobility, minimizing disruption and coordinating across multiple stakeholders were critical challenges throughout delivery.

What solutions did STV deliver?

STV served as lead designer for an approximately six‑mile design‑build segment connecting Camden Road in Cumberland County to I‑95 in Robeson County, partnering with the Balfour Beatty/Branch joint venture and NCDOT. STV’s scope included roadway and structural design, environmental permitting support, geotechnical coordination, right‑of‑way acquisition and intelligent transportation systems design. Through close collaboration, the team advanced alternative technical concepts that improved constructability, reduced material use and enhanced work zone safety.
