John Kilpatrick Turnpike Southwest Loop Extension

The John Kilpatrick Turnpike (JKT) Southwest Loop Extension is a major component of Oklahoma’s $1.3 billion Driving Forward program, designed to enhance mobility, improve safety and strengthen regional connectivity in Oklahoma City. As part of this effort, STV served as the prime design consultant for a 3.5‑mile tollway expansion that includes new interchanges at SW 15th Street, SW 29th Street and Sara Road, as well as the reconstruction of the Sara Road Bridge over I‑40. The project also expanded the JKT/I‑40 interchange to add critical movements to and from the south. In total, the project featured 10 mainline bridges and three ramp bridges, forming a modern, high‑capacity corridor for a growing region.

What challenges did STV address?

The Driving Forward program required an accelerated schedule due to bond sale financing, advancing design and construction on a compressed timeline. Working within an established right‑of‑way, STV needed to minimize property impacts and avoid displacing local businesses and residents. The team also faced structural and operational complexities in designing multiple bridges, interchanges and tollway elements while coordinating closely with stakeholders to maintain access and safety.

What solutions did STV deliver?

STV collaborated intensively with the Oklahoma Turnpike Authority and project partners to deliver a streamlined design that supported rapid construction. The team incorporated innovative bridge concepts that simplified fabrication and reduced construction costs. Roadway, structural and tolling infrastructure were integrated into a cohesive design that minimized the project footprint and avoided displacements. STV also provided ITS and mobility technology advisory services to ensure safe, efficient toll operations.
