Facing rapid growth and outdated infrastructure, the Kentucky Downs Casino in Franklin, KY, initiated north and south expansions in 2019 to accommodate increasing demand. These included two projects to add gaming floor space, enhance amenities (restaurants, bars, etc.) and offer a high-end hotel to elevate the patron experience. These upgrades required significant infrastructure improvements including a complete reconfiguration of the facility’s parking lots, lighting, drainage and select utility systems.
STV provided engineering solutions to support the expansions, including a built-up engineered fill section designed to maintain usable pavement grades across existing and new parking areas. A pre- and post-development drainage analysis was completed to design two detention basins to accommodate additional stormwater runoff.
STV also redesigned the existing parking areas and planned new parking, optimizing space and improving circulation while integrating a flexible expansion area in an existing green space for future parking needs. STV’s plan added approximately 630 new parking spaces, enhancing accessibility and supporting the casino’s continued growth.
