To improve patient services and expand treatment capacity for high‑security psychiatric care, New York State Office of General Services (NYSOGS) engaged STV to deliver major renovations at the Manhattan Psychiatric Center on Wards Island. The project supported the relocation of the Kirby Forensic Psychiatric Center, transforming the A side of the Dunlap Building through a comprehensive 17‑floor interior modernization. The renovation enhances functionality, safety and therapeutic quality for the 225 patients now housed in the upgraded facility.
What challenges did STV address?
The existing 1960s‑era building required extensive modernization to meet current building codes, security standards and behavioral‑health care requirements. The project also needed to proceed while the B side of the building remained fully occupied, requiring careful sequencing, strict safety protocols and continuous coordination to mitigate disruption to both patients and administrators. Additionally, the presence of hazardous materials and outdated infrastructure introduced complexity in both design and construction.
What solutions did STV deliver?
STV provided full‑service architectural and engineering design tailored to the needs of high‑security patients and staff. The scope included system upgrades to structural components, air‑handling units, HVAC, electrical service, fire protection, plumbing and utilities. The team delivered an entirely new secure entry sequence and a glass‑enclosed staff observation station to strengthen safety and operational oversight. Hazardous materials were safely removed as part of the renovation, ensuring a healthy, compliant environment.
