LA Metro Zero-Emissions Bus Program

LA Metro Zero-Emissions Bus Program

The Los Angeles County Metropolitan Transportation Authority (LA Metro) – operator of the third‑largest bus fleet in North America – is undertaking a bold transition to a fully zero-emissions bus system. Following a statewide mandate by the California Air Resources Board requiring bus fleets to achieve 100% zero‑emission operations, LA Metro is actively transforming its entire network, shifting from compressed natural gas (CNG) to clean, zero-emission propulsion technologies.

What challenges are STV addressing?

LA Metro’s systemwide transition to zero‑emission operations requires significant infrastructure adaptation, advanced operational planning and major capital investment. The agency is integrating new charging technologies, updating its bus yards and maintenance facilities, planning for changing route demands and exploring funding mechanisms – all while maintaining reliable daily service for one of the nation’s busiest transit markets. STV is helping navigate these challenges at a scale unmatched by most North American transit systems.

What solutions are STV delivering?

As part of the ZEBGO Partners joint venture, STV is providing comprehensive technical consulting to guide LA Metro’s transformation. The team is developing a detailed zero-emissions master plan, assessing existing facilities for charging and power integration and conducting schedule and life‑cycle analyses across multiple emerging technologies. STV is also advising on optimal in-route charger placement, evaluating the impact on route performance and identifying strategic funding opportunities to support long-term implementation.

How will this project benefit the region?

LA Metro’s shift to a zero-emissions fleet is improving air quality, reducing greenhouse‑gas emissions, and supporting environmental justice across Los Angeles County. The project is also strengthening community health, reducing neighborhood noise and modernizing mobility infrastructure for millions of transit riders. As the system evolves, the region benefits from cleaner, more resilient, and more sustainable transportation options.
