Manhattan Universal Pre-K Centers

New York City’s Universal Pre‑K initiative has expanded rapidly since its launch in 2014, creating a growing need for high‑quality early‑education environments across the five boroughs. To help meet this demand, the New York City School Construction Authority (NYCSCA) initiated a fast‑track interior fit‑out of two new Manhattan pre‑kindergarten centers: PS 491M on the Upper East Side and PS 474M on East 47th Street. As part of a larger task order contract, STV delivered comprehensive construction management services to transform approximately 11,000 square feet at each location into vibrant, modern learning spaces – ready in time for the upcoming school year.

What challenges did STV address?

With enrollment rising and limited available space, NYCSCA needed both facilities completed under an accelerated, 150‑calendar‑day schedule. The project required close coordination with city agencies, adherence to New York City Department of Buildings requirements and careful sequencing to ensure early procurement, contractor efficiency and timely inspections, while maintaining safety and quality throughout.

What solutions did STV deliver?

STV’s construction management team oversaw all aspects of the fast‑track fit‑out, providing on‑site leadership, schedule management, quality control and coordination among multiple trades. The firm ensured that mechanical, electrical, architectural and life‑safety upgrades progressed efficiently, enabling both Pre‑K centers to be substantially completed ahead of schedule. STV also led the final close‑out process to meet all NYC Department of Buildings requirements.
