New York City School Bus Zero-Emission Transformation

New York City School Bus Umbrella Services (NYCSBUS), which operates one of the nation’s largest school bus networks, is advancing a major transition to zero‑emission transportation. To support this initiative, STV provided comprehensive advisory services for a $29.5 million grant application to the U.S. Environmental Protection Agency’s Clean School Bus Program. STV’s scope included project review, application development, schedule management, technical writing and review and overall grant strategy. The award will allow NYCSBUS to purchase 100 electric school buses, install 100 chargers and complete electrical infrastructure upgrades at the Zerega Avenue Depot.

NYCSBUS was one of just 67 recipients nationwide selected under the Infrastructure Investment and Jobs Act. The awarded programs collectively support more than 2,700 clean school buses across 280 districts, improving air quality for over seven million students. The funding accelerates the shift toward low‑ and zero‑emission vehicles, supports environmental justice, stimulates economic activity, and advances the creation of clean‑energy jobs.

What challenges did STV address?

NYCSBUS needed a comprehensive, highly competitive federal grant application that aligned with EPA requirements while clearly demonstrating operational readiness, community impact and long‑term benefits. The challenge required detailed coordination across technical, financial and strategic components within an aggressive submission timeline.

What solutions did STV deliver?

STV provided full grant advisory and strategy services, developing a complete application package that included technical documentation, fleet transition strategy, cost projections, implementation schedules and narrative development. STV’s work positioned NYCSBUS as a strong candidate for federal investment and supported planning for depot‑level electrical upgrades.

How does this project benefit the region?

The transition to electric school buses will significantly reduce emissions, improve air quality for students and families and support healthier communities across New York City. The investment strengthens regional sustainability goals, reduces long‑term operating costs and supports a modern, cleaner transportation system.
