North County Transit District, operating as North County Transit – San Diego Railroad (NCTD), is transitioning its bus operations toward a 100% zero-emission fleet in response to California’s Innovative Clean Transit regulation. Through a multi-year partnership, STV is helping NCTD integrate zero-emission vehicles and supporting infrastructure into its existing service network, with an emphasis on operational readiness, safety, workforce training and long-term strategy.
What challenges did STV address?
NCTD serves a geographically expansive and operationally diverse area, making a single zero-emission technology impractical across all service patterns. The transition also required NCTD to address infrastructure sequencing, evolving codes and standards, workforce readiness and hydrogen safety while maintaining dependable operations.
What solutions did STV deliver?
STV helped NCTD develop a dual-technology strategy using battery-electric buses where routes and charging windows permit and hydrogen fuel cell electric buses where greater range and flexibility are needed. As Owner’s Engineer for the hydrogen fueling program, STV provided technical oversight, design reviews and coordination among the design-builder, hydrogen supplier and equipment manufacturers.
When permanent hydrogen infrastructure timelines shifted, STV also supported a temporary mobile fueling solution, including permitting, safety protocols, staff training and coordination with fire officials. STV additionally audited training programs, validated manufacturer materials and supported credentialing, dispatch protocols and emergency responder outreach.
How does this project benefit the region?
The program is helping NCTD translate California’s zero-emission requirements into a scalable approach for daily transit operations. By coordinating vehicles, infrastructure, training and safety systems, NCTD can expand zero-emission service while preparing its facilities and workforce for evolving technologies.
