When Superstorm Sandy struck in 2012, Coney Island Hospital – now NYC Health + Hospitals/South Brooklyn Health Ruth Bader Ginsburg Hospital – sustained severe flooding that forced the evacuation of more than 220 patients. Critical systems located at ground level, including emergency generators, were compromised, exposing significant vulnerabilities in the hospital’s ability to remain operational during coastal storm events. Although the facility was restored to service within months, major capital upgrades were necessary to safeguard future healthcare delivery for the community.

What challenges did STV address?

STV was engaged by the New York City Economic Development Corporation, working in collaboration with Group PMX, to manage a comprehensive resiliency program aimed at protecting the hospital from extreme flooding and modernizing clinical operations. The team needed to support the design and construction of a new acute‑care tower, relocate essential services above flood elevation and implement campus‑wide mitigation measures capable of withstanding a 500‑year storm event.

What solutions did STV deliver?

As program manager, STV oversaw development of an 11‑story acute care tower featuring a second‑floor emergency department, a modern surgical suite with eight operating rooms and a new clinical laboratory. STV supported the installation of a resilient flood wall encircling the entire campus, along with upgraded storm and sanitary pump systems. The team verified alignment with New York City’s broader post‑Sandy healthcare resiliency program, delivering a safer, stronger and more modern hospital.
