Perris Valley Line Extension

Metrolink’s 91/Perris Valley Line extension provides crucial congestion relief along Riverside County’s I‑215 and SR‑91 corridors – two of the most heavily traveled routes in Southern California. The 24‑mile commuter rail extension connects Riverside‑Downtown Station to the City of Perris with new stations at Riverside‑Hunter Park, Moreno Valley/March Field, Perris‑Downtown and Perris‑South. As the first new Metrolink extension since 1994, the project expands transit access across one of California’s fastest‑growing regions.

What challenges did STV address?

Riverside County required a transformative mobility solution that could reduce severe freeway congestion, support rapid population growth and increase multimodal access. The project also involved freight coordination, environmental review, complex grade‑crossing upgrades and new station development – each requiring careful planning to minimize community disruption and maximize long-term efficiency.

What solutions did STV deliver?

A long-term partner to the Riverside County Transportation Commission (RCTC), STV supported the project from its earliest planning and environmental studies through design and construction. The team designed all four new stations, upgraded or closed 16 grade crossings, and delivered sound walls, a layover facility, crew building and inspection areas. STV also provided engineering and construction support services as the extension advanced toward completion.

How does this project benefit the region?

The extension delivers essential commuter relief, connects residents to employment centers across Southern California and strengthens regional mobility. It supports economic growth—estimated to create 4,400 jobs – while expanding equitable access to transportation and reducing reliance on congested freeways.
